One Health and Global Health Security

Emerging and re-emerging infectious diseases, antimicrobial resistance (AMR), and health emergencies increasingly arise from the interconnectedness of human, animal, and environmental health systems. Weak infection prevention and control (IPC), inappropriate antimicrobial use, unsafe waste and water systems, and fragmented surveillance amplify risks across sectors.

A One Health approach, integrated within Global Health Security, is essential to prevent, detect, and respond to health threats protecting lives, livelihoods, and development gains.

GAIPAC’s Technical Support in One Health & Global Health Security

The Global Alliance for Infection Prevention & AMR Control (GAIPAC) supports countries and partners to operationalize One Health and strengthen health security capacities by integrating IPC, AMR, and preparedness across human, animal, and environmental sectors.

1) One Health Governance & Coordination

  • Establishment and strengthening of One Health coordination mechanisms and platforms
  • Development of policies, frameworks, and operational plans integrating IPC and AMR across sectors
  • Technical support for multisectoral action plans, joint risk assessments, and accountability structures

2) Integrated Surveillance & Information Systems

  • Design and implementation of integrated surveillance systems for AMR, priority zoonotic diseases, and health threats
  • Harmonization of human, veterinary, food safety, and environmental surveillance data
  • Strengthening laboratory networks and data-sharing protocols to support timely decision-making

3) IPC & AMR at the Human Animal Environment Interface

  • Technical guidance on IPC and biosecurity practices in animal health, food production, and laboratories
  • Support for antimicrobial stewardship in human and animal health sectors
  • Addressing environmental drivers of AMR through waste management, WASH, and pollution control

4) Preparedness, Readiness & Emergency Response

  • Strengthening IPC readiness for outbreaks, epidemics, and pandemics
  • Development of preparedness and response plans, SOPs, and surge capacity frameworks
  • Support for simulation exercises, after-action reviews, and continuous improvement

5) Capacity Building & Workforce Development

  • Cross-sectoral training programs on One Health, IPC, AMR, and health security
  • Development of joint competencies and leadership skills for multisectoral teams
  • Institutionalization of One Health into pre-service and in-service training systems

6) Risk Communication, Advocacy & Community Engagement

  • Support for risk communication strategies addressing IPC and AMR behaviors
  • Engagement with communities, professionals, and decision-makers to promote shared ownership and compliance
  • Advocacy for sustained investment in One Health and health security systems
